My copy of Insignia Guide says "Cub Scout Leaders may wear the blue and gold
Cub Scout leader's neckerchief." 1986 copyright, 1990 printing
"Technically" I preferred the committee's decision to encourage leaders to
wear full uniform rather than do as a nearby pack where the adult uniform
consisted of the boy's neckerchief and the boys sometimes wore their
neckerchief and occasionally one wore a cub scout shirt.
In our case (1987) the webelos leaders had purchased boy neckerchiefs because
the council service center did not have the adult version in stock. Sometimes
you have to make compromises. The committee chair purchased the blue and gold
cub scout leader's neckerchief. We wore them and our cub scouts were in full
uniform (some even in cub scout socks). Pronouncements don't do much, but
leaders setting the example can do a lot.
I'm one of those people who has never worn a cub, scout or adult leader
uniform shirt without official pants but neckerchiefs . . . the book says
'may' so I figure there is some leeway!
