Ah, but I think national does provide such guidance as to the wording. If you
note in the Backpacking Merit Badge phamplet and others as I recall) there is a
suggested parent permission slip - one that I used for years. An actual example

DEL-MI DISTRICT WINTER CAMPOREE
On 29-31 January 1993, our unit will participate in the district winter at Camp
Redwing located on R.R. 5 just souitheast of Muncie, Indiana.
For your son's and our protection, we ask that you read the following, fill in
the requested information, retain the top for your information, and return the
bottom portion to the event leaders.
In the event of an emergency, you may contact us at Camp Redwing (317)
Please include unit number and Scoutmaster's name with any messages.
(Sign and return bottom portion of form to designated adult; keep top portion.)
DEL-MI DISTRICT WINTER CAMPOREE
29-31 JANUARY 1993
In consideration of the benefits to be derived, and in view of the fact that
Boy Scouts of America is an educational institution, membership in which is
voluntary, and having full confidence that every precaution will be taken to
assure the safety and well being of my Scout son/ward, namely:
on the activity named above, (Del-Mi district winter camporee, 29-31 January
1993) I agree to his participation and waive all claims against the leaders of
this trip, officers, agents, and representatives of the Boy Scouts of America
and the troop sponsor.
In the event of an emergency, the troop unit leader of the activity named above
has my permission to obtain medical treatment for this Scout at the nearest
hospital or doctor, at my expense, if our own doctor is not readily available
and as restricted on the Medical Information Sheet on file with the unit.

(End of example) There is good reason to use this form legally as I was told by
a very competent lawyer; I don't recall the exact legal justification and I
would prefer legal types to comment on this.
