Council camp size

Reading Mike's posting that included comments about area camps got me to
wondering about the relative size of council camps. Having camped at
a great many (25 on the staff plus another 5 as a camper or adult leader)
I wonder whether national has examined the "quality" of program as a
function of the number of campers.
"Are you delivering the promise?" talks of a break point at about 21 boys
where a troop program improves significantly. Is there such a figure for
Is there a also a relationship between "quality" program and number of
units in camp, number of staff members, number of acres in the camp, etc.
I can think of a whole variety of measures here.
From my experience, my favorite camps were those with 10-12 units and
around 150-200 campers. Any other feelings on this?
