Don is correct. I overstated the situation when I said it is clearly
defined by National. I was thinking specifically in terms of youth
protection. That situation is clear (at least for troop situations).
In the OA even that is a bit grey. In 1992 for NOAC we handled the
grey area cases (18-20 year olds) by having room assignments fall into
three categories under 18, 18-20, 21 or over. We were fortunate that
our numbers balanced out just right. This year for NOAC our youth are
all under 18, so I guess we're safe on that score.
I should also point out (since Mike is not available right now and I'm
sure he would point it out) that Explorers also go to age 21.
