Webelos -> Boy Scouts

I thought I'd throw this situation out and see what sorts of responses
I got from the net.
When I got home this summer and started working with my troop again, I
found out that the troop didn't have any new scouts coming in from the
pack that is sponsored by the same organization (school PTA). They
didn't join any of the other troops in the area; they just decided
that they didn't want to do scouting. Our troop is fairly small, and
we really could use a number of these new scouts coming in, so we're
trying to figure out what the best way to encourage these folks to at
least give us a try. The scoutmaster has prepared a letter that he is
planning to send to all of the former Webelos; I'm wondering whether
calling them up and personally visiting them would be more effective
(and what to say to them if I visited them).
