Here in England there is a ceremony where a Leader gets his/her Warrant
or Certificate of Appointment. The District Commissioner or another
appropriate Commissioner presents them at a Pack / Troop / Colony meeting
in front of the boys and girls the Leader will be leading if at all possible.
The leader is called forward, welcomed and re-affirms the Scout Promise.
He then signs the warrant card accepting appointment. Often the Pack or
troop will have sort of recognition as well. Until the warrant or
certificate has been presented and accepted the adult is only " acting "
in the appointment.
