Jay, this is actually very clearly defined by National. The change
from Scout to Scouter occurs on the eighteenth birthday. Prior to that
date you are a Scout. From that day forward you are a Scouter.
I've even seen this occur on a campout. On Friday night the young man
could share a tent with his younger buddies. On Saturday night he was
classed as an adult and could not share a tent with youth.
