In answer to Don's question on how to report suspected problems that fall
under the Youth Protection Program but are not in conjunction with BSA
I can't say specificly for NY state but I'd bet the procedure is similar to
what we have here in Maryland. The local police jurisdiction should have
an Office of Youth Services or Office of Youth Protection. You can contact
them directly with your concerns. Also, even though it occured outside the
scope of a Scouting activity, contact your District Executive. He/she is
supposed to have the local contacts for reporting this type of concern and
can advise you on how to procede. You could also ask over in misc.kids if
you have access to the Usenet newsgroups. Another place to start is the
Social Services Department of your local government.
Since this man was seen going into the girls restroom, I'd say a direct
call to the police with a description is in order.
