Question on YOUTH protection laws etc.

Ok, since I have been to the BSA adult leader training I know
what to do IF we have information about suspected PROBLEMS as they
pertain to BSA. But what if the same person has recently been
seen hanging about public parks, or playgrounds where I help as
a coach for a baseball team? The guy was recently found in a
girls rest room at one such public area.
Does anyone know what state or federal offices can be contacted
to find out how to REPORT the problem? A personal concern is that
as a LEADER of youth programs outside of BSA, we have the same
RESPONCIBILITY to report suspected PROBLEMS. I need to find
the correct policy and procedures for NON-BSA reporting etc.
I would specifily like information for NY state.
Is there anyother internet list or bulliten boards I can check ?
