I would recommend that you check wether or not that association
belongs to the "Hitachdut Hatsofim Behatsofot Be Israel" (Israel Boy
and Girl Scouts Federation). It is the only way he can still be a
member of WOSM (World Organization of the Scout Movement) while in
Israel (apart from keeping BSA membership, of course).
BTW, you could try and check into the Fidonet BBS network. I know
there are nodes in Israel, and they may be receiving the "SCOUTING"
echomail conference, which is aimed at boys (there is a companion
echomail conference called "SCOUTER" which is for adults).
Alternatively, they may have some "local" (i.e. Israle only)
conference on scouting, which he could join. But that may be in Hebrew
so I don't know if he could use it.
