I have not included the rather lengthy post on the subject of potential
unfair scoring in re number of patrols participating from a troop. You
all have seen it, I'm sure.
While I, as a highly qualified problem solver and critical thinker ;-),
may find a reasonable means of adequately addressing the needs of the DE
and the SM for Troop 84, I am first and foremost concerned that the
perspective be maintained. Scouting does not exist to foster competition.
Competition is a tool of Scouting, only a tool, for advancing principles.
In this view, the should center around the question "Does the method for
determining the best overall troop properly and fairly [ refer to Law and
Oath ] measure the troop against the principles of BSA?"
A troop which has but a few patrols which are well-performing in re BSA's
principles should not, by any system of overall rating, deemed to be any
less [ using whatever scale desired ] than a larger troop with more, but
less ideal patrols.
