O.A. Work and Service Hours

Last night on of my Scouts asked me a question, and I think I know the
answer but would like some additional input:
This Scout is a First Class scout needing one merit badge for his Star. He
has been First Class for 5 months, and next Court of Honor is slightly less
than a month off. He is concerned about his service hours for Star.
This weekend he will be attending our O.A. Spring Fellowship, as an ordeal
candidate, and was wondering if his time there will count towards his
service hours. I am fairly sure that service to the Scouts -- which O.A.
work would be -- cannot be counted towards service hours for rank
advancement. I know for sure that the Eagle project cannot benefit only
the Scouts or the Scout Troop. My question is whether this is also true for
the lower rank service hours (2nd Class, Star and Life)?
