Your lodge cannot remove him from the Order of the Arrow - once a member, always
a member. However, he cannot be an active member of the OA unless he is a
registered member of the BSA. If you will look at your OA membership card
(unless it has changed in the last year) it will say that it is invalid without
a current BSA membership card to go with it.
A merit badge counselor is not the type of registration that is required in
order to be an active member of the OA. I would let him know what that problem
is and then ask him to sit down with the lodge leadership and perhaps a council
representative (staff advisor?) and discuss what happened that caused his
suspension from the Chapter.
