I like what Paul said about this topic--in particular his use of the word
"should" is important.
As we all know, BSA has a lot of bureaucracy [ red tape |-( ] with which
we must all cope. Most, if not all, serves some good purpose [ Although I
wonder if that purpose is sometime hidden in a time capsule to be opened
at some undetermined date. ].
HOWEVER--there is a key princple to the way in which BSA functions, and
that is the "should."
"Should" means doing that which is for the best interest of the youth and
the unit within reasonable means and limits. [ I know, this could start
something difficult--my e-mail address follows ;-) ]
I think the question of advancement in CS and Crossover should be handled
according to the princple of Should 'n' Would.
