This is rather stupid on the face of it. Our regular program continues
into June when school ends. We continue to run our regular Tiger and Cub
meetings until our Graduation Pack meeting a the end of May or early June
depending on conflicts with school activties around that time. Does this
moving up of the boys on May 1 mean they have to have completed all
requirements for their previous rank year by then or is this a purely
adminstrative action by the registrars?

Is this clearly defined in the Advancement Guidelines or the Cub Scout
Leaders Guide? I have not seen anything in black and white clearly
defining this. The question comes up often at Roundtable this time of the
year when everyone has a few "stragglers" not to mention boys who join
later in the year. Information from our District leaders has seemed to
allow a grace period. Many Packs in our Council have the policy whereby a
Cub who has not completed a previous rank may continue working on it over
the summer but must have all work finished prior to the September Pack
Meeting. Council has never questioned such advancements when submitted.
Were these boys "illegaly" advanced. We do not extend this to boys who have
just joined at the end of the year. They must start on the next rank,
after Bobcat of course.
