The two are the same. The Scoutmasters' Key Award is the present
name. The Scouters' Key is the older name and was used for all

Nope. You have to serve as Scoutmaster to earn the Scouter's Key (the
Scoutmasters' Key) as a Boy Scouter.
The Scouter's Key can be earned:
* as a Scoutmaster (the Scoutmasters' Key)
* as a Coach (the Scouter's Key award as Coach)
* as an Advisor (the Advisor's Key)
* as an Skipper (the Skipper's Key)
* as a Commissioner (the Scouter's Key award as Commissioner)
It no longer can be earned as a Cubmaster, the reasoning for the new
