When I was doing some research on the Scoutmasters Award of Merit, I
had to call National to get information. I talked with a real person
down there who stated that (paraphrased after 3 years):
The Scoumasters Award of Merit was designed as a recognition for
new Scoutmasters at the 18 month point.
The Scouters Training Award was overlapping in time and to be a
recognition at the 24 month point.
The Scouter's Training Key was to be a recognition at the 36 month
That was three years ago, but I have not seen any changes in the training
knot requirements that would change this information.
