I really don't know. I know that under the OLD requirements I it
took me 6 years (3 each) to earn the Award and Key, but I'm not sure now.
Also, the 18 month term for the SM Award of Merit (?) seems to overlap
also. I'll try to get a ruling from the Council Office next week.

It sure looks like they could overlap. The Key reqs. for RT
attendance, for example, could very well include the 6 times needed for the
Award. It's almost like an interim step like ther number of campouts
needed to advance ranks by the boys.
