Gary, you have something of a catch 22 problem. As others have told you, I
don't believe there is a problem with the boy remaining in Cubs through the
summer if that appears to be the best thing for him. However, that in effect
will cause him to be almost a year behind the other kids of his same age in
his Scouting progress as he will miss summer camp for this year.
There could also be some additional problems with him remaining in Cubs.
Will the Pack remain active through the summer, will the Den Leader continue
to work with him during the summer (not moving up with the other boys and
going into a Troop, the leader that is), there could be some Youth
Protection problems trying to just work with one boy (getting a buddy to
come to meetings with him), is it reasonable to expect that the boy will be
able to complete the rest of the requirements during the summer (family
vacations and sports).
