Scott and Olan,
In order to be elected into the O/A, the scout needs to nominated.
The nomination process has the criteria of numbers of nights camping (15/2 yr),
rank requirement of First Class, and recommendation of the Scoutmaster.
The Scoutmaster can determine what criteria he wants; leadership, activities,
etc. add to this what you will. It might be best to look at what the
adults use as the yardstick for nomination. The O/A handbook is at home
so I can not say exactly what the criteria is.
My past experience as a
Scoutmaster was the nominees were activily involved leaders in and out
of the troop. The O/A gave me another option of activity for the boys to
participate in. MAturity level of the scout played a very important part
in being nominated.
