That's the general rule, but: if the leader is a Rover (18-26),
he (or she) is allowed to wear these awards as a Rover. (Rovers
are an older branch of Scouts here in Canada.)
I don't know all of the adult awards available here. Some of the ones
which I've heard of: Medal of Merit, the Long Service Award, Silver
Acorn.. but I don't have a list of all the awards.
The bravery awards are available to both adults and youth.
