Bob, welcome to the group.
I do not know the history of the term, but I do remember, when I was a
scout in the 50's in Lousiville, KY, when had a "Walla-ga-zoo." Sounds
like the same term with a different spelling. It was a chance for all
the troops (either district or council, I forget which) to come
together and show their skills in various areas of Scouting.
