Bob...I don't think the issue was what *your* Council thought was the
policy...it was I believe what NATIONAL thought the policy should have
been. Each Council in this state had interpreted the "buddy"
requirement slightly different, until National published what they
meant by "buddy" back in the fall...and then, because everyone was
still confused and because the "two scout" buddy problem became very
cumbersome, the policy was clarified and then modified.
At the National Meeting, the Program group will be telling those in
attendance that if a Scout is working toward Eagle during the summer,
when most Councils start their new program year, that they should get
Family Living because September 1, this year is when the new badge is
required and those Eagle applications without the badge completed
will be returned to the local Council. By 1 August, the Councils will
have the NEW Eagle applications with the Family Living line on them.
If for some reason the printing is not completed by then, Scout
Executives should look carefully at the applications to insure that
the Family Life Merit Badge is shown and to match that completion
against the Council's records.
