I think the one point here that has been left alone is that you tried to
order by phone. I certainly wouldn't want these publications sent out based
on a phone call. It frustrates me to no end when Councils sell items without
verifying that people should be allowed to buy them. I have bought numerous
Eagle Scout knots and items without being asked for any paperwork to prove I
am entitled to them(in other councils).
As for OA secrets, I agree presentation of the dues card should be required
for purchases. Since concerned parents, clergy, and others are also allowed
to view these books(and the actual ceremonies if they wish) I would at least
expect that concern to be enough to justify an in-person visit to the Council
office and explain why such items are desired.
