First of all --- the OA books are on the counter in our council Scout Shop, for
sale to anyone who wants to buy them. Therefore, this is NOT a BSA or an OA th
ing. This is strictly your local council refusing to sell the book and putting
it on a "local restricted" list. In my council that WAS happening with the "R
ules and Regulations and Charter and By-Laws" books from National. However, th
ey also included the "Highlights" books meant to be presented to EVERY district
committee member when they join the district. They have now removed all of th
e above books from their "secret" list.

There are some items that National Supply does not carry. The OA books and Rule
s and Regs are among them. However, if you have the book part no., know it's c

I would suggest that you contact your Lodge Advisor. Your Lodge is where such r
estrictions are normally made and enforced. It is possible they do not want ev
eryone to have that specific book. But -- in any case, it is not BSA this time
