I'm not sure why you had a problem getting the Guide. It is supposed to be
available to all arrowmen. The only explanation that I can think of right
now, is that your council is paranoid about non-arrowmen getting information
about the inner workings of the OA. I would be concerned if you still could
not get the book by going there in person and showing them your OA card.
Within my lodge/council, anybody who wants to get those publications, and who
is a member of the OA can. Either by showing up at the council office or by
purchasing it at a lodge function.
Let me know what happens.
