Council "owns" Lodge ?

The CE (or whoever made the statement) is correct based on the info I have
(as a Lodge Advisor). The Lodge "serves" at the "discretion" of the Council
Executive... is how it's worded from National.
Which means if the CE doesn't want a Lodge for the Council, you don't get
one... period. The Council is not _required_ to have a Lodge, and in fact
there are some who don't have them for just that reason.
