Limit on MB Counseling

Rather than limiting the number of merit badges a counselor can counsel, I
would suggest a limit on the number of boys a counselor could counsel. Some
MBs have few scouts earning them and thus less drain on a counselor's time.
A counselor with only one subject may see far more boys than a counselor with
a dozen subjects. The question is really how many boys can a counselor
"effectively" counsel--sorry but big classes and written tests rather than
discussion (as required) is a disservice to the scout.
Counsel only as many scouts as you can while still meeting the requirements
as written. It is not the number of different MBs, but the number of
sessions (Scouts) that makes the difference (or should!!)
