In my Opinion, they are doing this wrong, but the Council is technically
following the Advacement guildeline (page 7) of Advancment guidelines,
council and District functions which reads: " The council advancement
committee is responsible for approving merit badge counselors recommended
by the district advancement committee."
According to this they do not have to approve you for any merit badge
(which is how they limit you).
I am now looking at my NEW 1993 Printing of teh Advancement Guidelines and
on page 13 it says:
"There is no restriction or limit on the number of merit badges an
individual may be approved to counsel for."
"There is no limit on the number of merit badges a Scout may earn from one
"An approved merit badge counselor may counsel any Scout, including his or
her own son, ward, or relative."
Since my old 1990 Advancment Guidelines does not state this information,
I would assume that your new council advancement people are a bunch of old
time and we always did that way people. Talk to your DE and ask him to
approach the appropiate people and let them know that National has recently
issued some guidelines on this issue and they sould consider bringing their
council in line with the National guidelines.
Good luck Ben and be diplomatic, we all feel stupid when someone changes
the rules and we miss it. (Or in this case issues some rules which were
not written down before-i.e. left up to local interpretation.)
