MB Counselor Badge Limits?

With the merger of two former councils, I had to re-apply as Merit Badge
Counselor. So I filled out my application(s) and sent them in to the
advancement committee, along with the necessary adult scouter app (no
fee). In due course, I got back a letter of acceptance/approval to
counsel 24 of the MB I had re-applied for.
However, the next sentence said "our council now requires that MB
couselors may counsel only up to 8 merit badges..." Our old council
never had such a limit, but the other one did, apparently to encourage
boys to seek counselors outside their troop, and discourage boys from
earning all MB from one counselor.
Do any of your councils have such a limitation, or have you heard of such
a thing before. National Rules don't seem to say anthing about this.
It seems to me that no boy should be denied the opportunity to earn a
particular MB if the only qualified counselor is not available, because I
can't exceed 8. Many of the MB I counsel fall in the specialized areas
like American Business, Theatre, Cinematography, Journalism, Salesmanship,
etc. because they grow out of my long efforts of owning my own video
production company. Admittedly, these may not be as popular as Cooking
or Camping or Backpacking (which I am also qualified to counsel) and are
not on the Eagle Required list, but what if a boy wants to earn these
specilized MB? For some of these, I am the only person in the council
who is qualified (and volunteered to counsel the MB).
Also, if the advancement committe wants to require that a boy must earn
his meritbadges from at least X (e.g. 6) different counselors, they are
effectively adding to and changing the National Rank requirements, which
they are definitely not allowed to do. Whatever the merits of this
'broad scope' suggestion, it seems to me improper for the council to
REQUIRE that MB's be earned this way, or to place a limit on the number
of MB a counselor may counsel, if the counselor is otherwise qualified.
