The Arrow of Light emblem IS the patch which is worn by the Cub Scout
on his uniform and which transfers to the Boy Scout uniform when he
becomes a Boy Scout. The emblem is NOT the full-sized metal pin,
which is presented to the youth at the Arrow of Light ceremony (this
is a recent item....in past years, Cubmasters had to try to pin the
cloth patch on the shirt and sometimes the pin got WEBELOS Cub Scout
in addition to the patch...perhaps that was a *part of the ceremony*)
There's also a small AOL pin for the mother or father to wear and a
pocket certificate, just like for the Bobcat, Wolf, Bear and WEBELOS
badges and the activity pins.
All of the Arrow of Light items SHOULD be presented at the Pack
meeting (or in this case, during the Blue and Gold banquet) and NOT at
the Troop meeting, because this is a PACK achievement and NOT a Troop
achievement (what I think Kathie was saying). The Arrow of Light can
ONLY be attained by WEBELOS Cub Scouts and the presentation of the
award during a Troop meeting would tell other new boys that they
"could earn this too", even though they are ineligible for the highest
youth award in Cub Scouting.
