I would tend to disagree with your premise in this situation. The AOL, as
you know, is the only Cub Scout award that can be worn on the Boy Scout
uniform. As a boy being honored, I would see that a public ceremony in front
of his peers (which are now the Boy Scouts) would be more meaningful to the
recipient, than going back to a Pack. It should not be an elaborate
ceremony, but one which includes the Cubmaster presenting the AOL to the boy!
NOTE/CAVEAT: This would ONLY apply in the situation of a boy having missed
the Pack ceremony.
