appreciate fires in the city, for some reason.
A way to follow the fire requlations (and have a safe fire) is to build your
fire above the ground. Place either a metal fire grill (with legs) or a car
wheel (the metal part, not the rubber tire) on the ground (or parking lot).
Invert a metal trash can lid and place it on top. You now can safely build a
small fire lay in the lid, off the ground.
My troop uses this method for fire building practice, string burning contests
and even dutch oven cooking.
