I think that the problem above has been solved in Finland in the following way:
We have only one national scouting organisation in Finland and it includes
both boys and girls. We did have separate organisations until 1972 (if I
remember correctly). Then they merged into one organisation. BUT the old boys
and girls organisation remained officially but did not have any activity in
practice. So these old separete organisation are the members of WAGGS and
WOSM offically but the national organisation in practice handels all the
busness concerning them.
