It's all irrelevant. The only thing that counts is that the MB counselor
signs off the he/she is satisfied that the scout has met the requirements.
Unless there is a specific time statement in the requirements, there is no
way to enforce completion in a certain time period.
If a scout comes to me with a "partial" from summer camp, I still review the
"completed" parts with him. It's my signature on the line, not anyone else's.
