Last I heard, they print out all the e-mail and it actually becomes
paper-mail. That was about six months ago when they were first getting
the system on-line and was an easier way to deal with it. They may
have upgraded to on-screen reading by now, but I doubt it.
Eventually, plans call for setting up a mechanism for sending
responses through e-mail, but I think that's probably a long way off.
