How about doing it as a Area-wide event, not just with the two
Councils there, but with the other nine? Your Council could host this
event or have it on the same weekend as your cluster-Council
Commissioner's training workshop. Check with your Council's training
executive to see if this is feasible. What he or she will do is to
check with the Area Director and the Scout Executive.
