is that they will simply wear the loops for the position they are

The statement above would probably be clearer if it was worded:
"Wear the color for the position in which you are functioning. If this
is not your primary position, you should wear a uniform shirt correctly
designating this position (by means of the appropriate insignia).
(i.e. If you are a Scoutmaster and also the District Training Chairman,
you would wear your normal uniform with red loops (and a scoutmaster
position badge) when you were fulfilling your scoutmaster duties,
and wear a different shirt (appropriately labeled and designated)
with silver loops when you are functioning in your district capacity."
As Kathie has quoted often, since the insignia is registered by the
BSA it is important to wear it properly. Maybe part of the issue
is that BSA just has not really given enough guidance in this particular
matter. The conflicting quotations from various OFFICIAL sources
accentuates this fact.
