Your "opinion" seems to be one shared by many, including the Cub
Training Chair in my District. I replaced him as the Cub RT
Commissioner and I now were my RT Commissioner uniform to all scout
functions except for my pack meetings when I wear my CM uniform. At
a recent training, it was pointed out by this gentleman that I was
out of uniform due to the color of my shoulder tabs. I had on my RT
uniform with silver tabs. This was pointed out in front of 30+ new
leaders and in front of the training team. I have been on the
training team for over 2 years now. I was told that I shold be
wearing the loops for my primary position, which is that of CM. He
was wrong, as is your opinion......sorry, don't mean to sound so bad,
but it really got my nose out of whack a bit.
Page 36 in the "Insignia Guide" states the following in the
Shoulder Loops, silver ribbon, No. 29E, council or district
Scouter; gold ribbon, No. 29D, national or regional scouter, on
shoulder epaulets. Wear the color for the position in which you

Shoulder Loops, blue ribbon, No. 29B, Cub Scout leader or Webelos
Scout, on shoulder epaulets.
Pretty much the same thing is stated for each of the colors of loops.
From the first statement, it is clear to me, that if you fill a
council, district, regional or national position, you should wear
that color of loop when functioning in that position. I have a
couple of sets of uniforms. I leave blue loops on my CM uniforms and
silver loops on my Commissioner uniform. I don't intermix the two,
and it should not be done.
