(this is a late entry...I am spending this morning cleaning out my
"answer file" since I'm not well enough to interact with clients

This is fairly common practice, George...one of the many
responsibilities of the District's Executive is to train and coach the
volunteer leaders of his District. He or she does it by a variety of
methods, including the sharing of data which is collected by the local
Council as it relates to the District's operation. In the past, this
was done quite freely, with entire lists of unit statuses given out at
Commissioner meetings. Many DE/DD/EEs now try to only give as much as
it takes to get the job done now....realizing that many volunteers
today don't really care, don't have the time or really would prefer to
let the "pro" handle what USED TO BE a volunteer's job.
As a former District Commissioner, the DE and I each month sat down
and looked at the overall status of all 55 of our units. He had a
spreadsheet and a copy of the "District Progress" sheet with the
inforamation on it for me to keep track with as I talked with the
entire Commissioners' Staff and later on with each Commissioner. This
helped me out greatly and in return, helped each Commissioner as well.
Sorry for the late reply....but I didn't see anyone answer this one in
any great degree except to say "yea or nay".
BTW Lorne, ask your professional for blank "district progress sheets".
Both US and Canadian Scouters have them.
