Dave, all OA Lodges are supposed to be doing their elections based on
National OA Policy (and are supposed to stay current on same).
Adults are nominated within their Troop (or District or Council Committee)
by their ADULT peers, and must meet the same requirememnts (except 1st Class
rank) as the youth. The adults are NOT nominated by the youth. There is also
no "election" of the adult. The only place the youth have a say is in the
"approval" process for the adults at the Lodge level. The adult OA apps are
reviewed by the Lodge Chief (a youth), the Lodge Advisor(s) (adults), and
the Lodge Membership Chair (youth).
If all goes well at this point, the Scout Exec (or his representative) must
then approve the adult app based on the Lodge Chiefs recommendation.
Now, it amy not work that way all over the US, but it's _supposed_ to <g>.
