The proposal to relax the age 21 upper limit was tabled at the 1990
session, there was no mention, or attempt to untable and discuss
that at the 1993 convention. I believe from the intent of the 1990
meeeting (which i attended) that the tabling was from the 'wisdom'
of the group so that there would be no maximum age for those
girls who were appropriately involved at 19 or 20 or whatever yet
still get a benefit from scouting because of their handicap making
them have an age younger than that of their birthday. by not
setting an age in this fashion , councils could continue whatever
practices they had in place, allowing those girls the benefits of
scouting without making stiff boundaries that may or may not apply
in indivdiual cases.
