When I was Cubmaster we had a similar problem with Tigers. So we did
exectly that, letting their groups (we didn't try to call then dens) have
weekly meetings. This was good because at least 1/2 of them had older
brothers in a regular den and felt like they should do the same thing. We
regularly invited them to pack meetings.
We had a 'full-time' Tiger Coordinator whose job was to keep in touch with
the groups, find out what they were doing, that were infact active, and to
let them know about relevant pack activities. We even had a special
section for them in our Pinewood Derby.
I agree they should be made to feel as much a part of Cub Scouts as
