Randy, we handle den chiefs at our PowWow by conducting Den Chief training
concurrently with the PowWow. The Den Chiefs traditionally do the opening
and closing ceremonies and join the PowWow for lunch. Sometimes they visit
different displays and some of the PowWow presenters make presentations for
the Den Chiefs.
In previous councils, most have "allowed" den chiefs to attend PowWow. Only
one has excluded them and that was related to an incident so long ago that
no one could remember the details. Only one specifically invited den chief
participation. This is of nine councils (not a random sample, just places
I lived and was involved in or familiar with the PowWow).
Personally, I think den chiefs should be PowWow participants by invitation
of their pack. BTW, most packs pay the den chief training registration fee
(minimal) for the boy. If you have very many den chiefs, you probably need
do develop a session or two just for them--so they are not totally overwhelmed
by the 'adult' sessions.
