I'm not a Cub Scout Leader, but this is my view on the matter.
I don't know if Pow Wow is truly meant for Den Chiefs. There exists
a separete Den Chief training course and that is what he should attend.
While the Den Chief IS a Cub Scout leader, he is not an adult Cub Scout
leader, and I would assume Pow Wow is for those leaders.
It would be the same in Boy Scouts. Patrol Leaders, Senior Patrol Leaders
et al are YOUTH Boy Scout Leaders as opposed to ADULT Boy Scout Leaders,
thus there are separate training courses for them and also why you don't
see the Youth leaders at things like Roundtables and such.
This is just my view and is not necessarily a national policy.
