When I was a JASM, I had two main duties. I gave advise to the SPL on
various matters when I felt the situation merited it and I was
responsible for most of the teaching of the new scouts. The teaching
was the primary part of my responsibility. This was before the
creation of the "new scout patrol," but I think that this would still
work fairly well. It allows the senior scouts to keep current on
their skills and at the same time feel useful in the troop (and these
scouts will often have skills that the Guide may not feel comfortable
teaching). In general though, I think JASM is basically a catch-all
position for supporting the troop activities (they get the jobs that
the younger scouts can't do and the older scouters don't want to do 8)

The age a boy is ready for any MB has to be decided on a case-by-case
basis. For camping, the 20(?) days and nights camping will tend to
set somewhat of a limit - but only ~6 mos. if a troop camps for two
nights (one weekend) a month and has 7 nights of summer camp. From
there it is just a matter of whether they are old enough to perform
the other requirements. Practically speaking, I wouldn't be looking
for a scout to work on Camping for at least a year, when they've had
sufficient time to become comfortable camping.
