God, Scouting, and Unruh Act?

At a Catholic Committee on Scouting meeting last night,
the Regional Director of Girl Scouting gave the Girl Scout's
side of the recent change of wording in the Girl Scout Oath to
allow modified verbage in place of the word "god". One point
of reference used to justify this change was a current court
case in Southern California that is being appealed. The case
was won by the plaintiff by use of the Unruh Act.
Does anyone out there know what the Unruh Act is? I
know that Jesse Unruh is/was a politician in California, but
I don't know about this act.
