Actually, it is funny to know how he arrived at the 32 figure.
"It is to be preferred that the number of boys in a Troop never be
above 32. I suggest this number because I have found that in educating

numbers being 18 as his maximum, and 24 for the "much more able reader".
The text of the quotation is translated back to english from the
italian edition, so it's not exactly this.. anyway I hope I was
faithful enough to the original.
