Your question regarding district "funds" has been around a long time
and I don't pretend to be able to satisfy anyone with this answer ...
However, A District is not a chartered body of the Boy Scouts and
therefore has no identity of it's own. Districts are only a function
of the Council. If there are needs of the district for such items as
Roundtables, etc. then these needs should be addressed in the Council
Budget. .. If that is not being done then the district leadership
(Not Professionals) should address those needs to the Council Board
and ask for guidance in solving the needs.
You are correct -- A District May Not have any assets of any kind
since the district is not a chartered branch of the BSA.
