It is my understanding that a District cannot have a bank or finance
account (ie have any money to spend). While on the surface this seems
ok, the reality of things are that a district requires some funds in
order to operate. Things like district awards, roundtables, etc. Not
openly allowing any funds, makes for hidden and mismanaged "slush" funds
just to get things done.
How do other districts handle this?
